Home Efficiency Measures and Requirements
NOTE: The total rebate amount to be redeemed under the Home Efficiency Rebate Program will not exceed $595.00 per residential property address. This round of energy efficiency rebates is not open for commercial applicants, only for Virginia residential applicants.
NOTE: A separate Appliance Rebate Program is available for applicants interested in replacing existing central air conditioners, heat pumps, gas/propane furnaces, tankless or storage gas/propane water heaters, electric heat pump water heaters, clothes washers, refrigerators, dishwashers, and room air conditioners with more energy efficient ones. Go to https://epm.virginiainteractive.org/eeappliancerebate/ to apply for a rebate for one or more of those items under our Appliance Rebate Program if the items meet that program’s eligibility requirements.
NOTE: Go to this link, https://www.dmme.virginia.gov/DE/ARRA-Public/GeothermalHeatPump.shtml to apply for a geothermal heat pump rebate totaling 20% of the cost of the system up to $2,000.
Items Eligible for Rebate under the Home Efficiency Rebate Program
1. Energy Audit
- Eligibility requirements:
- Energy audits are optional, not mandatory. If an audit is done, it must be performed by an analyst certified by the Building Performance Institute (BPI) or Residential Energy Services Network (RESNET), and documented with a copy of the auditor’s report identifying the applicant’s property and the auditor’s certification number.

- Amount of rebate: Documented cost of the audit, not to exceed $250.
- Audit must be performed on an existing (not new) dwelling. The purpose of the rebate program is to replace older less efficient equipment that currently is in use with new more energy efficient equipment, or to upgrade existing buildings.
- Only audits conducted on or after March 26, 2010, and which meet all other program requirements, are eligible for consideration.

2. Oil Furnace

- Insulation and air sealing must be for an existing dwelling. The purpose of the rebate program is to replace older less efficient equipment that currently is in use with new more energy efficient equipment, or to retrofit existing buildings.

5. Replacement windows and exterior doors
- Eligibility requirements:
- U factor <= 0.30
- SHGC <= 0.30
- Windows and exterior doors purchased on or after March 26, 2010 must have U-factor and Solar Heat Gain Coefficient (SHGC) ratings of 0.30 or less. These ratings are certified by the National Fenestration Rating Council (NFRC). Look for the NFRC label. Please see the NFRC website for information concerning product performance.
- Rebate applicants are not required to provide proof of an NFRC certification. However, they must provide a copy of a manufacturer certification statement or energy rating stickers that are attached to the window or door to document window or exterior door eligibility for the rebate. If the retailer or installer cannot provide this document, it may be available on the manufacturer's Web site.

6. Storm doors
NOTE: Rebates for storm windows will NOT be offered in this program, since manufacturers do not rate storm windows to certify their energy efficiency.
- Eligibility requirements:
In combination with the exterior door over which it is installed:
▫ has a U-factor and SHGC of 0.30 or below
▫ Meets the IECC
- Rebate applicants must provide a copy of a manufacturer certification statement or energy rating sticker that is attached to the storm door to document storm door eligibility for the rebate. If the retailer or installer cannot provide this document, it may be available on the manufacturer's Web site.
