State Energy Program (SEP) Stimulus Grant Overview

The Virginia Department of Mines, Minerals and Energy (DMME) submitted Virginia’s grant proposal on May 12, 2009, to the U.S. Department of Energy (DOE) for $70 million in State Energy Program ARRA stimulus funding to establish several new programs. DMME now is developing applications and other on-line tools needed to implement the programs.
The six major categories are:
- $13 million: Grants for solar and small-scale wind-power systems installed at state government facilities.
- $10 million: Grants for solar and small-scale wind-power systems installed at local government facilities, including public schools. A portion of these funds are being made available from Energy Efficiency and Conservation Block Grant program funding.
- $15 million: Rebate Program for residential, commercial, and non-profit renewable energy installations (solar and small-wind systems).
- $15 million: Rebate Program for owners of residential and commercial property in Virginia for energy-efficiency improvements. Residential upgrades that might be eligible once final program rules are developed, include new heating and cooling systems, windows, lighting, and programmable thermostats.
- $10 million: Grants for biomass-to-energy and waste-to-energy projects at water treatment plants, landfill facilities, state power plants, and other installations.
- $10 million: Business development and commercialization of clean-energy technologies. Economic development incentive and commercialization funds to help develop clean energy businesses and grow manufacturers to create employment opportunities within the Commonwealth.
DMME is finalizing the details of the SEP-ARRA programs and will shortly announce their availability through both DMME’s website, www.dmme.virginia.gov, and the Governor’s stimulus website, www.stimulus.virginia.gov.
