Statewide Energy Contracts

Virginia has established a more efficient and cost-effective purchasing mechanism through the use of a statewide procurement policy that enables agencies and institutions to purchase goods and services. State agencies and institutions must use state procurement contracts to the fullest extent possible. The Department of General Services (DGS) will assist as needed and will have the authority to make temporary exceptions to the directive set forth in this memorandum on a case-by-case basis.
